Ip address being blocked so i cant acces some web sits

i am finding that some websits are blocking me claiming my ip is the issue.

two i seem to have fixed but the other the Polish institure and sikorsky museum, i still cant access.

clicking on the Cloudfair at the bottom, does not take me to a site that i can see about unblocking.

what can be done so i can access this site?
