Fibre optic availability

Hi, 

My partner and I have just moved to an apartment. Virgin fibre optic is available to the apartment directly above us and two floors below but is showing as not available in ours or the apartment below (it’s a 4 floor building with an apartment on each floor). 

How would it be available to the apartment above us but not ours?
