Constant packet loss and high average latency

For about a month now, my thinkbroadband graph looks like the first picture. and for the last few days it looks like the second picture.

Hub reboots do not resolve the issue.

i've plugged my macbook into the hub 4, via ethernet.

here are the results of the ping:
--- 194.168.4.100 ping statistics ---
215 packets transmitted, 215 packets received, 0.0% packet loss

and here are the results of the latest 24 hours of my thinkbroadband BQM.

setup you router QoS to limit download 115Mb and upload 19Mb

Going by Demo UI log in to your ASUS click adaptive QoS > QoS tab enable QoS with QoS type Traditional QoS then put in 19Mb for upload and 115Mb for download for now then run this test

give 24hr before increasing the limits when checking with BQM if BQM still spikes either your still be flooded or causing a flood or the area your in is bad and nothing you can do.

Its also possible your still flooding but the limits and QoS show your BQM to be fine

sorry, i asked why, not how? i'm curious as to what we are trying to determine from the above tests and why we are using those values for QOS?
