Constant packet loss and high average latency

For about a month now, my thinkbroadband graph looks like the first picture. and for the last few days it looks like the second picture.

Hub reboots do not resolve the issue.

Looks like your being DoS or have a device flooding the upstream

Put hub in modem mode with a best that you know of safe PC and run

CMD

ping -n 200 194.168.4.100

194.168.4.100 is VM DNS 

Your in modem mode but with what? a router? its possible your router delays ping which is why you test without it with just a PC and modem mode.

Basic home routers when you ping them may rate limit ping to them so that if a ICMP flood happens you don't flood the upstream so BQM can show bad but really not that bad

In modem mode, connected to a router, an Asus RT-AC86U.

my setup has always looked like this and i've never had issues like this before. Prior to these issues my graph looked like the snapshot from below. with the same setup.
