How can I change my two old tivo boxes to 360 boxes with no extra cost? So that I can watch netflix again, also I'm disabled and can't afford big price jumps in my bills.

If these are the original Tivo's then they should be replaced FOC. However, you may be better off with two V6 boxes, as these run the same software as the Tivo. The 360's are completely different boxes, and I suspect you will get one 360 with a HD and one mini 360 without the HD, so it streams recording from the main 360 box.
However, as I don't use VM TV, I'm not sure if the V6's can get Netflix?

I totally agree with @Adduxi comments above, I'll add a few bits for clarity.
TV360 run completely different software to your TiVo's, and are based around one central recording pool with additional boxes slaving off them. V6 run the exact same TiVo-software as you're used to, but with Netflix restored - it's only the TiVo boxes that lose the app.
If you subsequently decide to convert from V6 > TV360, it's a simple software conversion. But if you convert 2 x TiVo, you'll get 1 x TV360-master (with a hard drive) & 1 x TV360-mini (without a hard drive).
Whichever you choose, both V6 & TV360 support Netflix, neither should have any requirement for a re-contract. If you're out of minimum-term, you can certainly renegotiate at the same time as requesting a box-swap - although be aware VM staff will almost certainly encourage migrations to TV360 regardless of other factors.
