I am having an issue that my hub is not allowing port 465 to be opened, i'm trying to setup my NVR to send emails but my Hub3 won't allow it can you explain why and how i can rectify this problem.

Whatever is going on it's not what you think it is. Did you remember to set up an app password and have you set up your NVR to send using authentication.

Can you explain app password for starters and here is a screenshot of the nvr's email section i am trying to setup, obviously i'm using port 26 but no matter what port i use it's not working?

Hello zudrick.
With any 3rd party email clients, You will need to set up an App password.
When you get a spare minute can it's all advised here in this link
Just had to the section that reads "Setting your app password to use an Email app"
If you can let us know how you get on that would be great.

You could send it with SMTP on Gmail.

Most email providers now use separate App passwords to try and protect their webmail services. Follow the advice on the page that Gareth linked to in order to set one up.
With regards to the settings page, you pictured. Here are the settings I would use
Encryption: SSL/TLS
SMTP Port: 465
SMTP Server: smtp.virginmedia.com
Username: youraddress@virginmedia.com
Password: App password as set up on my.virginmedia.com
Sender: youraddress@virginmedia.xom
Receiver1 targetaddress@gmail.com
Interval (Whatver you wish, however longer intervals would be recommended though)
