Is there anyway to restart my hub3 remotely as I am currently away and unable to access my cctv?

Is your hub in modem mode or router mode.
So let see if I get this right you can't access your cctv maybe the IP's or even the WAN IP has changed unless your smart and use DDNS or may the hubs the firmware got updated and is cause problems with port forwarding if in router mode or the WAN DHCP server sends a NAK and either your in modem mode or router mode the hub/router is waiting for a discover for the lease to run out.
If the 10. network still works VM could reboot the hub but its not something VM should be doing...

If you log into your VM online account and check your Service Status then run a test on the Broadband. It indicates it might do a restart.
