Why my neighbor next door can have broadband and I can't?

I live in terraced house and on Virgin media official website I am told that I can only show my interest for the broadband as service is unavailable. However my neighbor literally next door can have the service. Can anyone please advise? It is not like it is a different area or something...

Have you got one of the little boxes outside your house that VM connect with?

No but in front of the house on the ground there is a Virgin marked black box and by the looks my neighbors have them too and those boxes connected to it as well.
