Pin while abroad

I set up a voicemail pin however when trying to use it I get message to say that is not your pin and eventually my account is locked. When back in uk I set up pin again and again while abroad at the moment it says that it not your pin. It’s vital I have access to my voicemail. Can you confirm when it asks for your pin do you just put the four digit pin in or your whole phone number and the pin?
