Calling Canada from UK

I have been onto Virgin since 3 pm yesterday as I am unable to dial a Canadian number, it just routes through to Virgin Media.  I have had members of the team tell me the number is wrong, it isn't!  They have cut me off numerous times.  Surely it can't be that difficult to make an international number on my mobile.

Has anyone else suffered this issue?

So I tried another number shown below (Shoppers Drug Mart in Montreal) and it went through to Virgin Media!  Also tried 001 but again straight through to Virgin Media.
