Terrible Upload Speeds

This is both a question and a bit of a complaint.

Is there a legitimate reason why the upload on Virgin Media is so poor? I'm on the 516Mbps plan, but the upload is pretty pathetic 36Mbps. Even Vodafone's 4G network in my area has a better upload speed over radio, than Virgin Media does over cable. Why can't you deliver 516Mbps up & down?
