Having trouble accessing certain urls

Need help. The Virgin media support team is unable to help me with this. more than 10 engineers worked on this but no solution yet.

I'm unable to load these pages from my virgin media wifi. but it works on mobile networks,

for example:

https://mycase.cloudapps.cisco.com/

I've been accessing this for many many years and this is just one of the urls

It works with VPN (Tried with Avira free VPN)

And it is not just Cisco, there are other sites as well

https://daas.closebrothers.com/vpn/index.html

https://cisilion.sciencelogic.net/

They all work fine with VPN when the IP changes.

If my IP is the issue, can VM change my IP address? just to prove it is not their network. 

Also is it not dynamic?

You can change to modem mode with the hub and a PC for a new IP
