Broadband issues hub vs Tp extender

I can’t connect to my VM Hub from my phone, or, echo dot, however, I can connect to my TPlink extender??  Surely if the hub isn’t connecting to internet, neither should the extender

The VM Hubs tend to drop their WiFi service if they are having problems connecting to the internet.

The TP-Link WiFi access point will offer an SSID to connect to regardless of the state of the Hub's internet connection.

Having connected to the TP-Link WiFi extender can the Hub be accessed at http://192.168.0.1/

to check its status i.e. does it look to be connected or are there some issues reported on the Hub's status info.
