I have signed for Volt and had to take 02 mobile phone at £25 per month; I have a virgin contract, if I change my number to 02 I’m charged VM Mobile disconnection fees etc. Does this mean I have to keep VM till the end of contract and pay £25 to 02 for nothing.

Yes it does. And if you don't activate the O2 sim, they'll cut your Volt services off after a few days

If you activate the Sim but don’t use it and pay the monthly fee there is no problem.
