New customer, 4G throttling?

Hi, I'm in my first week of joining Virgin Mobile, I have 30GB 4G a month however I've finding it incredibly slow today. I've only used about 700mb so far but the down speed is super slow. See speed test result:

Does Virgin Mobile throttle or is just technical trouble?

this can happen with mobile data. you may well have 10,000 people sharing the same Cell Tower and there is only a limited amount to go around
