Apple watch and cellular?

Can I use Apple Watch Series 3 cellular with virgin mobile contract?  (ie receive messages, calls, spk on wifi )

The Apple Watch would need to be near the handset that has the SIM card within it as it'll operate over a Bluetooth connection.
