A website is blocked

I am unable to access the following website, which provides security services.

https://portal.evrotrust.com

Can I ask why is it blocked?  I can access

I can access those two websites. In the Virgin Media online account, our WebSafe settings are : Virus Safe ON,  Child Safe OFF.

Perhaps your account has Child Safe ON.  If you are unable to disable Child Safe, a work around is to set your computer to use a Public DNS such as Google DNS 8.8.8.8 and 8.8.4.4 - this will bypass both Child Safe & Virus Safe.
