Much of that doesn't apply to Virgin Media, unfortunately. As a cable network they've convinced Ofcom that everyone connects at the advertised speed (which strictly speaking is true, your modem is always connected at the speed you're paying for) but it's the throughput speed which really matters and that can often be well below.
