How can Virgin justify charging calls to EU as international, when calls EU to EU are not? UK is EU therefore UK to EU should be from my minutes?
when you are at home using the Virgin Mobile (home) network you are not "roaming" (you're at home) so international call charges apply to calls abroad.

It is EU to EU, it doesn't cease to be EU because I'm at home. No matter what you call it it's not justifiable (unless you're an employee of Virgin). WhatsApp in future!
The EU roaming regulations apply for when you're out of your home country.Calling to the EU when in your home country isn't covered by the regulations:https://en.wikipedia.org/wiki/European_Union_roaming_regulations#Non-roaming_charges_for_internation...
