I want to upgrade to use data here on holiday but the text system to do this is down. Is there another way I can get back to using my data?

The Channel Islands are hit and miss when roaming. They are not included in your EU roam like home allowance and data is chargable. That is, if you can get your phone to roam there in the first place.
