What problem are you experiencing?

If you have rebooted and checked all connections are tight (blah blah) then you'll need a tech visit as your QAM levels are wrong on 4 upstream channels. They should all be 64QAM on a normal connection. Whilst they can work at lower levels, it normally means less bandwidth. The other figures are fine though unless you start having around 29db on upstream.

You can try the 10dB attenuator to see if that improves ( lowers ) the downstream power figures. You can even try both attenuators ... but look carefully at the outcome, -7 to +7 dBmV is the preferred range.

The upstream, remember the direction, this power level is showing how strongly the VM Hub is transmitting to the street cabinet. The real concern here is the channels are not all holding at QAM 64, suggesting there is an SNR issue in the locality. As the power levels are not high, the issue may be affecting everyone local to you.

The downstream power level is fine.  Don’t worry about it.   The upstream QAM is a potential problem.  The Networks Team should be the ones looking at this, not a field tech.  If there is noise on the line, Networks will know about it as this is alarmed.  However, the QAM fluctuation is normal DOCSIS behaviour because the mission is to set the data density to a level that maintains data integrity; this comes at a cost in terms of upstream speed.

The field tech will prolly check that there is no noise induction from your end.  Therefore a quickie check with your neighbours might assist to see how their connections are performing.

It looks as though whatever work they did has been left with the network not being properly lined up.

Your upstream transmit is too low. I suspect that's the case for more people in your area.

Wherever the planned work was done they either need to lower the return path gain or add attenuation to get your modems transmitting at a higher power and get them higher above the noise floor. 

This needs a network engineer. The planned works don't seem to have quite been done right, your upstream transmit seems 6 dBmV lower than it was and unless the cable plant is insanely clean 64QAM is challenging.

Your actual stats in terms of modulation and T3s fit with this. The lower frequencies are naturally more noisy so the idea that there's no real obnoxious source of noise just upstream transmit is too low to give a high enough noise margin over the regular noise floor fits. 

IpFreely knows what he is talking about and has taken a different tack from me.  Totally valid.   They send a tech to verify the obvious before calling Networks in (if you're lucky).

We haven't yet seen your photo as it has to be OK'd by one of the VM bods and that's pro;;y not gonna happen today.  But yes, leverage with a screwdriver will open that box and you'll see if it's waterlogged.  It shouldn't be if it's properly sealed.  If it is waterlogged, you've got problems, in addition to what IpFreely has offered.
