Where is parental controls?

I’d like to manage when the internet is on, on a device used if possible ie my teens mobile. Can I do anything like this? I haven’t seen anything regarding child locks or parental controls on my account.

VM Parental Controls typically manage the type of content a device can or cannot access over mobile data.

Kits at school have many friend with great interest in the workings of mobiles and computers, I fear education is better than enforcement especially as there are often easy ways to defeat Parental Controls for mobiles or Child Safe for VM home internet.
