Cable very near the surface....

What do people make of this? I was told my an engineer that the cable would always be about a minimum of a spade's depth where possible. Mine is laid across a good, soily garden and I found it b y chance today tucked just underneath the turf. Luckily my spade missed it but I'm not happy. I can think of no reason for this other than laziness and if it's not moved sideways or deeper I can't plant here. Thoughts?

That spade depth is nonsense. There's no fixed standard for installation depth. The contractor doing the job will do whatever is easiest. Sometimes the cable is just laid across the ground.
