Apart from receiving a text message (it is the only notification I have received) to tell me that there are network problems in my area.
When and how am I going to be informed about the fibre network problems resolution in my area?

Having a text is good, at least you are aware of the fault.
Call the automated number 0800 561 0061 to hear about VM faults affecting your street.

Sorry to hear you are having Network issues in your area. We would notify you via text or via our service status page https://www.virginmedia.com/help/service-status where you can check for updates. I have had a look into this for you and I can see you are experiencing an SNR outage. You might find that your Virgin Fibre, Voice and Virgin TV services are intermittent, with the picture freezing or disappearing now and then. We are sorry and our engineers are working hard to resolve this for you. The current estimated fix time is 30 OCT 2023 14:40. Please let us know if the issue persists after this and we will do our best to help from here.
