Ground floor flat has fibre but not the 3 floors above

I'm confused as to why in our flat, the ground floor flat has virgin media, however the three floors above them do not, and all the flats in the street around me have virgin. Was it a mistake on virgin media's side when they cabled the street to ignore the flats above the ground floor?
