Jacket ripped by green VM cabinet on street

On a November evening the sleeve of my jacket was ripped by a sharp piece of protruding metal from a green cabinet on my street.  I assumed it belonged to OpenReach.  I found a number to call and was sent a form to claim compensation.  The reply came that the photos of the cabinet showed it was not part of OpenReach, but belongs to Virgin Media.  I can find nowhere to report the damage to my jacket, only an automated phone number to report damage to the cabinet.  Anyone able to help?  None of the boards fit, so I've just chosen one I hope a lot of people will look at!!
