Pixillating picture

After a period of getting better after an apparent network fix somewhere other than my home, the pixillating picture problem has returned on my tv. Actually to be fair, it never went away completely, but has now got a lot worse again. It's fairly random, and is sometimes worse than others, but it's very annoying when it happens at a crucial point in a plot and you miss a couple of sentences of dialogue and people's faces break up.

Any ideas? Do we need an engineer to come to the house, or is this something lots of us are suffering with and which needs to be sorted out more centrally?
