Thanks for posting and sorry for the slow speed problems, I've run a few checks on your connection and reports indicate (as you may have already guessed) that your network segment is currently suffering from spikes of high utilisation, particularly at peak times.
I've raised to our network teams for further investigation into the best ways to mitigate the load.

I've checked your connection and while there is no utilisation fault open there is a spike in utilisation at about 9 until 11 as you describe. This isn't for long enough to raise yet but I've asked for this to be monitored so we can raise it as soon as possible.
