Access to specific website seems to be blocked

Why can i not access a specific website -http://nic-bank.com/ke - when i can do so on my GiffGaff phone? I always get a 403 Forbidden error and I suspect VirginMedia has incorrectly classified this website as an inappropriate one in the Websafe firewalls. 

Please help as i can access the /tz or the /ug sites of the same domain.

i get the same error on talktalk connection. that is a error coming from the website not ythe ISP so its the server getting your requested and forbidding it. you may of been blocked from the site or they might of locked the page.

Same error on my connection, which is neither Virgin nor TalkTalk. 

Access to online financial services should really be through an https connection, just saying.

Thank you all. It is indeed very strange why the website is accessible via a 3G/4G connection running on the O2 network whereas the mainstream ISP's arent able to do so. I can understand about a secure connection but this is no different to UK based financial services firms where the main landing pages are the standard http:// type and turn into https:// when you use the online login pages. 

Anyway, I will have to contact the institution to see if they have blocked incoming connections from UK based ISP's.

IMO *ALL* pages on bank/finance sites should be over SSL.  After all, it's your money.  It's quite easy to put a re-direct on www.doggerbank. inner.nets/index.html and send you to www. cosdjcsdfdkfjdnkcm.ct.xyz.com/rippunteroffdodgyloginpage.html and concealing it within the transaction, without the banks making it easier for nefarious types.  Unless it's an inside job.
