Should I be paying a charge for Vivid 200 and a SH3?

We are due to get our speed upgrade from Vivid 152 to Vivid 200 this month. We still have the old SH1, as Virgin never supplied us with a new SH, or said that we need one. I have been told on here we will need a newer SH to fully appreciate the Vivid 200. I have just done a webchat with a Virgin worker, and been told we have to pay an activation charge for the Vivid 200, and another charge for a SH3.
Does this seem right? As far as I was aware, the speed upgrade was free? And I thought that the SH provided wouldn't have been at the cost to ourselves?
