I’ve looked through all the advice on line to switch to e-bills and there just isn’t the links on the website that there is supposed to be, I just don’t get it unless I’m missing something

Welcome to the community forums.
Sorry to hear that you've not been able to register for e-billing. You should be able to do this from your online account.
Please try following these steps after signing into your online account here, and let us know when the steps fail or are incorrect and we can flag this back and investigate further.
• Click on the Settings tile.
• Click on Account Details.
• Scroll to Communication Preference and click Edit.
• Select "eBills, email, text" from the dropdown menu.
• Click Update.
