Has mentioned it can take 14 working days, but to confirm are both the accounts under the same address?

It usually takes around 14 days for VM to apply Volt upgrades, so yes a bit late. Also the name and address for both VM and O2 accounts need to be exactly the same, or this can cause delays.
A VM Mod should pick this up in a day or two and discuss directly with you.
