International callers cannot leave voicemails

Hi, my elderly father in the uk has a virgin landline and recently been ‘upgraded’ to digital line.

Our problem is that now neither my brother or myself can leave voicemails when calling him. This is obviously very inconvenient and cussing h a lot of stress trying to solve the problem. Is there anyone who can do anything or explain why this problem has arisen???
