Very Slow Network

I am experiencing very slow network today.  Various speed tests all comfirm similar results, with download at about 15Mb/s, while upload is just 0.7Mb/s, my package is M250.  Restarted my Hub3 (in modem mode) and router, but nothing help. 

Speed test of VM reported no issue in service area, but reported "We can’t connect to the broadband kit in your home".  My Hub3 is showing a pink LED at this moment.  It is fibre to coaxial setup which run on top of OFNL network, I also noticed the converter showing green for OPT IN and PWR, but not for OPT OUT.
