Charged activation fee and for paper bill

I have been charged a £35 activation fee despite it stating there were no additional fees during the sign up process. I have also been charged £1.75 for a paper bill I never requested and is impossible to turn off online. Every link and instruction relating to activating ebilling leads to a dead end.
