Being charged activation fee

My first bill includes an activation fee. The staff I talked to told me that fee would not be included anymore when I cancelled to have an engineer coming to set the device up at my place. Now the charge is still included in my bill when I set it up myself. Is this common?

    I would have paid the activation fee, having an engineer on site to ensure the service does go live is a good idea.
