how much packet loss is normal? and when to leave virgin with ofcom

Hi me again being told my internet is fine but looks like this? Not getting the right speed either, have been monitoring for several weeeks and always like this do i have enough info to  leave early via ofcom?

You might be maxing out your bandwidth to cause ping spikes as VM don't do QoS/BWM your traffic just hits a one buffer rate limiting
