Upload speed reduced after maintenance

On Friday 14 June had scheduled maintenance in the area and got a text message Saturday morning stated it was completed.

Since then my SH5 has been router upload has been reduced, spent hour and half on chat, did reboot, factory reset, engineer been out today and said it is nothing wrong with wiring or the router (I already knew this)

 

It seems the incorrect config has been sent to the hub. Spent another hour on the phone today and told they will have to monitor my connection for 24/48 hours which is ridiculous as it is clear the upload stream is not correct.

This is another Gig1 connection that has reverted to 1130/52 Mb/s (from 1130/104).

In the configuration there are 3 data streams provisioned, the second is usually for a telephone.

But what is the third stream with just downstream bandwidth but zero upstream bandwidth allocated ?
