Stripped cable and exposed wires entering brown box

On the cable entering my property, one half of it is stripped, with exposed wires, near the entry to the brown box.  I've attached a photo.

Is this considered acceptable? Is it likely to cause problems? I have been experiencing issues with disconnections and poor upload speeds + upstream modulation at to 16 qam nearly all the time.  Several tech visits have failed to resolve.

That's the old phoneline wire that's not used anymore and has nothing to do with your broadband, you can just push it back into the omnibox
