How to report damage to street equipment

A virgin media junction box on the ground with no cover and exposed bare cables, potentially live. Not on street but fixed to the outside wall of a domestic house. Address is Messenger Road, Smethwick, West Midlands. Postcode starts with B66 (don't know the rest). Don't know exact house number either, but the street sign actually says "90-98 Messenger Road". The attached photos show the exact house.
