Why can't I get Virgin broadband the flat above and below can have it?

I live in a terraced building, where the basement flat, first floor and second floor flat can have virgin fibre broadband. However when I try putting in the ground floor flat into the the broadband postcode checker, it says that they do not have coverage of this address. I cannot work out how to contact Virgin/ who to ring to verify if this is correct, because this does not seem like it is possible.

Knock on the doors of all those other flats and find out if they do have current Virgin Media services.
If they do ask how they managed to submit an order. 

Also ask if the landlord / building management agent played any part in getting the Virgin Media
connection i.e. patching or running VM cables into their flats.
