What value is report for AS Name here 1.1.1.1 — the Internet’s Fastest, Privacy-First DNS Resolver? If it is not Virgin Media then DNS has either been manually set on device and / or on third-party router if using Hub in modem mode.
FYI Device / network must be using Virgin Media's DNS for Security Essential to function.
In the meantime consider following @legacy1 good advice to manually configure DNS on device, read more here Introducing 1.1.1.1 for Families where it mentions:

Are you using a VPN? That will bypass the child safe settings.
