Parental controls not working - please help

You are not the only one to complain about this so it might not have been fixed.

put family.cloudflare-dns.com on their phone DNS settings

To get you over the hurdle whilst VM fix the issue, you can manually set the DNS on the device(s) to use Cloudflare Adult and Malware filters. Set the DNS to 1.1.1.3 and 1.0.0.3 manually. This will bypass the VM DNS servers until the issue is fixed.

Note - these solutions, including VM's,  are easily bypassed by VPN's, Apple Relay etc. etc.  It's not bulletproof by any means.  I would suggest most teenagers are savvy enough to get around DNS filters ...
