Had an Engineer visit 3 days ago, change out 3 wires 2 inside the house and 1 outside which we was told would be the problem and it will be fixed. Here’s the graph after the engineer visit? Any help please. Had these issues for months at this point been a loyal customer for 10+ years, but this is making me want to end the contract

Your BQM shows a large degree of contention due to too many users connected on the local cabinet or further back on the VM network.  There is little you can do apart from making a complaint which may or may not be taken seriously.
