So my disconnection day is 19th September my direct debit day is 16th of September when I looked at explain my closing bill it says make sure you've paid your bill before your payment due date on 16th September why is it saying that?

We're sorry to hear about the confusion caused. The screenshot you've posted, don't appear to be from a Virgin Media site. If you have a Direct Debit set up, then your Virgin Media bill will be taken as normal on your usual Direct Debit date.
A final bill will then be sent a few days after your disconnection with a credit for any service you've paid for past your disconnection date.
