Contract renewal

So I have been out of contract for several months and have tried on a few occasions to have a discussion about renewal. This is a confusing and soul destroying process both because of the difficulty in actually getting to speak to someone and because there are apparently so many ‘deals’ out there which change daily and don’t seem to be much of a deal anyway. 
A friend told me he recently renewed with VM for £22 pm broadband only. In my recent discussion with VM I was quoted £39 per month for exactly the same but apparently I have to pay £17 per month more because I was/am on a package contract, albeit with a phone line that has been faulty for years despite two visits to fix it. Or the best they could do, on that day, was a package for £48 pm. Interested to note that another poster was offered Netflix - that didn’t come up for me! 
The call centre person was unable to explain why someone on a package would be penalised on a broadband only rate, for exactly the same service, and of course it was not explained to me when I took out my original contract that I would forever have to pay more - nearly double in fact. 
I was eventually told that a supervisor would call me on Saturday. Which of course they didn’t. 
There is a distinct lack of transparency in the way VM operates and not a business model that I like or like…
