Accident resulting in surgery

I had an accident on 3rd June 2024 which resulted in needing surgery on my tibia

on a virgin media property and am wondering how to start a claim also took photos with a ruler to see how far the drain goes down which was 28cm

28cm is 11 inches, so I guess you mean 28mm which is only 1.1 inches.

As it looks like it is on a public footpath report it to the local council.

This article may help but that depth is marginal.

Looking closer, that depth looks less than 25mm.

Reported to council who directed me to virgin media as there is nothing wrong with the paving slab

The ruler is upside down, hence the 28cm ‘reading’.
