T3 Arial installation in North Bucks

Can anyone tell me who/ how to contact someone to get an update on T3 arial installation in North Bucks. Apparently Virgin holds the contract for this service on behalf of all the energy suppliers in the area and has ?no/not enough qualified engineers to service the contract. I have been waiting 10 months already with a useless SMART meter......
