Re route incoming Fibre , Can not get intouch with VM. Constant intermittent signal over 1 year.

Hello , 

Is it possible to get my fibre cable re routed from the Cat v manhole to my property?. It currently has a long way to travel and unnecessarily travels around my house . I've had the cable renewed yesterday but only a small portion due to constant intermittent signal. And still iam having intermittent signal.
