My drop cable is damaged and my signal is failing

I noticed a while ago that the virgin drop cable apepars to have a stretch of about 1/2 to 1m the is not in any conduit infront of my house (still on my property). I think the cable is getting damaged. The red line is by the cable that goes from the pavement to my neighbour and the blue line is where I believe my cable runs. The cables have been exposed like this for years, but I'm only now seeing really bad issues.
This is causing upstream noise. My DOCSIS 3.1 upstream power is at 49 dBmV, and I am getting T3 timeouts and packet loss.
I don't think this is something I can fix myself and I've tried rebooting the hub, so I think I need an engineer to resolve.
Any help as to how to fix this would be good. Also, when I go to the status page it says it can't connect ot the equipment in my house. I don't use Wifi, so all networking is wired.
